All the Developers say that they must be allowed to build as there is a requirement to do so in Clydeplan!
Clydeplan recently made a statement:
The Clydeplan Strategic Development Plan (SDP), which was approved by Scottish Ministers on 24th July 2017, sets out the housing supply targets and housing land requirement in support of the SDPs Vision and Spatial Development Strategy.
The SDP is informed by a ‘robust and credible’ Housing Need and Demand
Assessment aligned with a policy view to the establishment of the housing supply target and related land requirement based upon time periods and at the geography specified in Scottish Planning Policy (SPP) (June 2014) namely for the strategic development plan area, each local authority area and each functional housing market area (SPP paragraph 118).
The Inverclyde Council administrative area is covered by two housing market areas namely the Renfrewshire housing sub–market area which extends across the boundaries of three councils, and comprises the whole of Renfrewshire and parts of East Renfrewshire and Inverclyde with the rest of Inverclyde covered by a separate, and self-contained, housing market area (SDP Diagram 5 page 51).

The SDP does not set out a housing land requirement for 200 houses in the
Inverclyde part of the Renfrewshire housing sub market area.
